Keynote Address: Global Risks
A leading review of the key economic, societal, geopolitical and environmental
risks shaping the current global risk landscape and the future risk scenarios
facing government and business.
Charles Emmerson was born in Australia, and was educated in the UK and Europe. He graduated at the top of his class at Oxford University, and as a recipient of an Entente Cordiale Scholarship, studied international relations and international public law in Paris.
He has worked for a number of organisations specialising in geopolitical and geo-economic risks, most recently as a Fellow and Associate Director of the World Economic Forum, based in Switzerland. At the WEF he headed the Global Risk Network, with responsibility for the Global Risk reports published in 2006, 2007 and 2008.
Charles has also worked for the European Commission and the International Crisis Group conflict prevention think-tank. He was a writer for the Financial Times and is currently working independently in London as an adviser and writer. He is completing a book on the geopolitics, economic strategy and history of the Arctic region.

Bernie Hobbs, judge on ABC TV’s The New Inventors and ABC radio broadcaster promises to bring some quick wit and fun to the VMIA Risk Conference.
With a background in medical research, environmental writing and science teaching, Bernie has MC’d and chaired her way through a range of forums and events including: The Prime Minister’s Science Prize, the Association of Consulting Engineers Australia, events for the Queensland Government, CSIRO and The Australian Society of Medical Research.

Crime writer and commentator
John has been a crime reporter in Melbourne since 1979. He has worked with The Sunday Times insight team in London, won an ASEAN-AJA scholarship to study crime and corruption in South East Asia and has given evidence at Royal Commissions on police corruption. John has published more than 20 crime books, has won a Walkley award, three Quills, a Ned Kelly award for true crime writing and three Victorian Law awards. He appears regularly on radio station 3AW as crime commentator, Sly of the Underworld.
He will speak on ‘Risk Management and the Underworld War’.

Karen Cleave, CEO – State Services Authority
Karen Cleave was appointed the Chief Executive Officer of the State Services Authority in January 2007. Before her appointment, Karen was the Authority’s inaugural Chief Operating Officer, formally joining the Authority at its inception in April 2005.
Karen’s appointment as Chief Operating Officer followed her work on the development of the Public Administration Act 2004, and the set-up and launch of the State Services Authority.
Before managing the establishment of the new Authority, Karen undertook a major review into the financial viability and service delivery models of the seven Arts Agencies within the portfolio of the Department of Premier and Cabinet.
Karen joined the Victorian Public Service in the mid 1980’s from the Commonwealth Public Service. During her career in government, Karen has worked in Water, Community Services and Health, Treasury, Education and the Premier’s Department. Her roles have covered program policy development and delivery such as Disability Services, Primary Care and the Arts, corporate resources, finance, human resources, infrastructure, and information technology.
Karen has also managed a number of high profile projects in government, including the Inquiry into the 2002–2003 Victorian Bushfires, the East Gippsland Taskforce in 1998 following major flooding, and the Firearm Reform and Compensation Project (Gun buyback) from 1996 to 1998.
Karen commenced her working life with the Commonwealth Public Service as a Graduate Clerk in the Department of Employment and Industrial Relations, where she worked on early research into youth unemployment and the development of labour market programs.
Karen is an Economics graduate and is a Fellow, Institute of Public Administration, Victorian Division.
Sally Freeman, National Partner In

Sally Freeman is National Partner in charge of KPMG’s Internal Audit, Risk and Control services. The Group specialises in the identification and measurement of financial, commercial and business related risks, development and review of risk management objectives, policies, structures and processes, including advice on governance structures. Roles range from quality assurance engagements on projects to complete outsourced internal audit services.
Sally’s distinguished consulting career spans more than 20 years and she has worked for KPMG, Ernst Young and Andersen. She has consulted across many levels of both the Public and Private sector. Her focus is business process and technology risk assessment and controls transformation. Sally has worked in London, Singapore, Perth and Melbourne.
Carmel Flynn, International Emergencies Manager – Australian Red Cross
Carmel Flynn is the International Emergencies Manager with Australian Red Cross. In this role she manages programs in conflict areas and emergency response operations in the aftermath of natural disasters. In 2009, Carmel has been responsible for sending Australian staff to more than 20 countries including to war zones within Afghanistan, Sudan and Israel and the occupied and autonomous territories, and to disaster affected areas in the Solomon Islands, Papua New Guinea and Kenya.
Before coming to Red Cross, Carmel worked in the corporate sector in finance and insolvency, and she has a strong logistics background including with the Royal Australian Air Force and with the United Nations in Somalia in the 1990’s. She is a Certified Practising Accountant and her qualifications include BComm and MBA.
Catherine Friday, Partner – Melbourne Enterprise Risk Management
Catherine leads the Melbourne Enterprise Risk Management service line. In this role Catherine takes pride in leading teams to develop pragmatic and valued risk solutions to deliver measurable improvements to client organisations.
Catherine uses risk management as a tool to focus on the strategic issues that client organisations must “get right” if they are to deliver on their corporate objectives; and then to ensure that the organisation’s risk, control, governance and reporting systems appropriately support these issues.
Catherine also oversees research and publications between Ernst & Young and other organisations such as the Australian Institute of Company Directors, and the Economist Intelligence Unit. She is also regularly a guest speaker at Government and Industry Risk Forums.
Kate Hughes, Chief Risk Officer – AWB
Kate Hughes joined AWB Limited in June 2006 as Manager, Compliance and Risk Reviews. Kate was appointed Chief Risk Officer in December 2007 with responsibility for market, credit and operational risks, as well as the Internal Audit function. With broad experience in financial services, risk management, governance and public administration, Kate has worked with the NSW State Treasury, Sydney Futures Exchange and the Australian Securities and Investments Commission. Kate has also provided risk management and compliance consulting services on trade practices, employment and environmental issues.
Maria Katsonis, Principal Adviser – Public Administration

Maria's professional experience has spanned the private, public and non-government sectors. She began her career in the arts where she held a number of roles as a general manager, producer and arts management consultant. Deciding it was time for a career change, she became a bureaucrat and joined Arts Victoria where she was responsible for arts policy and industry development.
Maria is currently the Executive Director of Public Policy and Organisation Reviews at the State Services Authority and leads service delivery and organisation reviews at the request of the Premier, Ministers and Secretaries. Her role also has oversight of the Authority’s public administration program which examines current and future issues that shape and influence the Victorian public sector. Maria was previously the Assistant Director, Social Policy in the Department of Premier and Cabinet.
Maria has a Master of Public Administration from the Kennedy School of Government at Harvard University and is a Fellow of Leadership Victoria.
Samantha Zimmerman,
Risk Management Advisor – VMIA
Samantha Zimmerman is a Risk Management Advisor for the General Government Program at the Victorian Managed Insurance Authority (VMIA).
Her clients include organisations such as: Department of Sustainability & Environment, Parks Victoria, Environmental Protection Authority, Sustainability Victoria, and Catchment Management Authorities.
Samantha developed a desire to specialise in risk management to support organisations to achieve their objectives, while being the National Insurance Manager for the Department of Defence.
She also developed a keen interest in sustainability and climate change risk - during her studies at Monash University- and undertook a sustainability field project as part of her Masters looking at sustainability and risk management in the Cinque Terre region in Italy.
Samantha has a Masters of Risk Management from Monash University, is a member of the Risk Management Institute of Australasia and is a Fellow CIP of the Australian New Zealand Institute of Insurance and Finance.
Dan Atkins, Managing Director – Shaper Group
Co-founder and Managing Director of the Shaper Group and has extensive international and domestic sustainability experience within the corporate, finance and government sectors in Asia, Europe, USA and Australia.
Prior to forming the Shaper Group Dan was Project General Manager of Environmental Affairs for Toyota Australia, where he headed up both the corporate and manufacturing environmental groups. He was founder and leader of Deloitte Touche Tohmatsu's Environmental Services Group in Australia and spent two and half years managing Deloitte's Global Centre of Excellence for Environmental and Sustainability Services in Copenhagen, Denmark.
Dan is former co-chair of the Reference Group for the Victorian Commissioner of Environmental Sustainability and is a former member of the South Australian Premier’s Round Table on Sustainability.
Prof George Cairns, Professor of Management – RMIT University
George Cairns is Professor of Management and Deputy Head, Research and Innovation in the School of Management at RMIT University. His research interests lie in the field of international business (IB), in particular, addressing the broad socio-economic and environmental impacts of IB now and in future. He has worked extensively with scenario method as an approach to exploring complex and uncertain issues and their possible outcomes over the next 5-10 years.
He has taught scenario method in the UK, Europe, Asia and Australia, and has conducted scenario projects on a broad range of issues, including air traffic control, the future of the farm, water supply risks, e-government futures, and tertiary education under contestable funding. Having trained and worked as an architect in the UK, George has presented at academic and professional conferences across the world, has published a wide range of journal articles, and is co-author of books on IB and on scenario method.
Nick Chipman, Strategy Practice Leader, Partner, – PricewaterhouseCoopers Australia
Nick has more than 25 years working in industry and professional services. He has had general management and functional leadership roles in industry (JGL Investments, Safeway Inc/Woolworths Ltd, Nissan Motor Co. and Sedgwick Group plc) and within PwC (Global Risk and Value Practice Leader, Head of Transactions and various other practice leadership roles across the firm). He has particular interests and participates actively in:
- Corporate planning, strategy selection and major capital investment
- appraisal/decision analysis
- Risk models, risk management , risk financing
- Business economics and industry structure
- Complex transactions and major/mega – projects.
Nick has had a substantial focus on the Resources Sector - Mining, Oil & Gas,
Critical infrastructure (water, gas, electricity) and some key industrial sectors (Steel,
Industrial Services, Engineering, Transport and Consumer Products).
He has intermittent, but very focussed requests for advice on important and complex
decisions in Financial Services, State and Federal Government, Bio-tech and
Pharmaceutical sectors.
He is frequently called upon to be a speaker and facilitator at subject and industry
forums and contributor to media on matters specific to:
- Strategic and scenario based planning
- Economics (macro and business economics)
- Risk management, and
- Industry structures, business models and complex investments.
Gus Cummings, Partner, Advisory Services – Ernst & Young
Gus Cummings is a based in Melbourne, Australia.
Gus leads Ernst & Young’s Enterprise Risk Management solution sets for the oceania region and has 25 years professional and commercial experience across many industries and countries in risk management and internal audit.
Gus spent three years in New Zealand as Director Global Assurance for Fonterra looking after risk management and assurance, during which period he was also President of the Institute of Internal Auditors of New Zealand. He also spent three years in Canberra as chief audit executive at the Commonwealth Department of Finance and Administration.
Given this joint background in risk and internal audit, Gus is well placed to join us today on the topic of enterprise risk management and value creation.
Mark Fitzgerald, Director of Trauma Services – The Alfred Hospital
A/Professor Mark Fitzgerald is Director of Trauma Services, The Alfred Hospital, Melbourne, Australia. He has over 25 years of clinical experience in the resuscitation of major trauma patients. He was President of the Australasian Trauma Society 2003-2005.
Dr Fitzgerald’s research themes are systems improvement, error reduction and standardization of resuscitative care. He has publications in Decision Support for Trauma Resuscitation, Resuscitation from Hypovolemic Shock; Resuscitation in Major Burns; Thoracic Trauma and Resuscitative Thoracotomy; Error Reduction in Trauma Resuscitation; Disaster Response and Terrorism; Standardization of Neurotrauma Resuscitation; Thermoregulation in Resuscitation; Missed Injuries in Trauma; Emergency Department Management of Cardiopulmonary Arrest; Focussed Assessment with Sonography for Trauma; and Trauma Systems Development in Developing Countries. The Trauma Reception & Resuscitation Project he directs is based at The Alfred Trauma Centre and involves the development of evidence based protocols to guide clinical decision making and the trialling of computer aided decision-making software in the resuscitation phase of the treatment of seriously injured patients. This unique initiative has been proven to reduce errors in trauma resuscitation.

Paul Higgins, Futurist – Emergent Futures
Paul Higgins is a Futurist with Emergent Futures. Paul has a First Class Honours Degree in Veterinary Science, a Bachelor of Animal Science, and a Masters Degree in Strategic Foresight.
Paul has been a dairy cattle veterinarian, an abattoir manager, an agribusiness consultant before going back to University to gain his masters degree and start Emergent Futures. Paul is actively involved in a pig farming business he part owns and also sits on the board of Auspork, a meat marketing company that markets pork , beef and lamb with its own branded retail products.
Paul writes opinion pieces for the business section of the Age in Melbourne on various aspects of future changes in the business environment and Emergent Futures produces a free bi-monthly e-newsletter called “What’s Emerging” which highlights emerging issues and trends around the world. Paul combines his practical experience in the development of several businesses with his foresight training to provide a unique perspective on strategy and foresight for the public and private sector.

Paul Holman, has a broad and diverse operational background and management experience within the Ambulance industry over 30 years. Operational experience as Paramedic in Mobile Intensive Care Ambulance, Air Ambulance, Helicopter, Communications and Field Management.
Paul is currently Operations Manager Specialist Emergency Response Department , Ambulance Victoria and is responsible for all Emergency Management and Planning encompassing CBR response, major incident management, the AV emergency response plan and the development and running of the AV Emergency Operations Centre. The department manages Mobile Intensive Care services (MICA ) CBR, USAR and Emergency Management Training. Paul is a member of the Australian College of Ambulance Professionals – Victoria and holds a Graduate Diploma in Administration (Health) and was Awarded the Ambulance Service Medal (ASM) in 2007.
David Hudson, RMIA Risk Manager of the Year
David Hudson is the Executive General Manager for Risk Management at Leighton Holdings Limited, Australia’s largest Engineering, Mining and Contracting Company.
He is the Risk Management Institution of Australasia (RMIA) 2008 Risk Manager of the Year.
David was formerly Managing Director of Barclay Mowlem Limited for 16 years, responsible for many significant infrastructure projects in Australia and Asia, often working in joint venture with Leighton Group companies on rail and marine works. Prior to joining Barclay Mowlem he worked on a wide variety of construction projects in Southern Africa and Australia.
In co-operation with the Managing Directors of other major Australian construction companies he was a founder Director of the Australian Constructors Association and held the role of Vice President until June 2006. During that period he chaired the Contracts and Commercial taskforce which sponsored a number of industry improvement initiatives, including best practice guides for alliance contracting, design and construct contracts and PPPs.
David Hudson is a National Board Member of Engineers Australia, Centre for Engineering Leadership and Management, and a member of various Industry Advisory Boards.
He holds a Bachelor of Science (Hons) in Civil Engineering from the University of Leeds, is Fellow of the Australian Institute of Engineers, a Fellow of the Australian Academy of Technology, Science and Engineering and a Fellow of the Institute of Company Directors.
Rupert Hugh-Jones, Director – Scaffidi Hugh-Jones
Rupert has more than 20 years experience in providing issues and reputation management advice to the government and to the private sector.
He has worked with organisations across the Victorian Government on complex and contentious risks and issues which have threatened reputation and, potentially, the community’s support.
In government these issues have included changes to legislation, a major initiative to remodel a Victoria-wide claims management system and high profile media issues.
Rupert has also managed emergency events and corporate crises, including product tampering, fraud, insolvency and national product recalls. He works across Australia and New Zealand.
He is a director of Scaffidi Hugh-Jones, a strategic communication firm with offices in Melbourne and Sydney, Wellington and Auckland.
Craig Lapsley, Director – Emergency Management, Department Human Services, Victoria
Craig Lapsley has enjoyed an impressive career in the Emergency Management sector for over 25 years. The majority of the 25 years has been as an employee of Country Fire Authority (CFA), and has served as a volunteer firefighter prior to that. With CFA, Craig has worked in most parts of Victoria which has resulted in his involvement in Operations, Community Safety, Regional Management and Planning roles and finished his employment with CFA in August 2007 as Deputy Chief Officer.
In 1996 Craig was seconded to NSW Fire Brigades (Sydney) fulfilling the position of Manager State Operations for a two (2) year period.
Craig was also seconded to Victoria State Emergency Service in 2005 to transform this agency from a Government Department to a Statutory Authority. He fulfilled the positions of Director and then became the first Chief Executive Officer of the newly formed Authority.
Craig currently fills the position of Director Emergency Management - Department Human Services which has state responsibilities across the health and community services sector. These functional responsibilities include planning and co ordination of the health sector response to major incidents including mass casualty incidents that require a pre hospital (ambulance) and hospital surge response and extend to the co ordination and management of the State Recovery arrangements for all emergencies.
Craig prides himself on being a dynamic leader in the Emergency Management industry and is a strong believer in the integration of community consequence management into all levels of Emergency Management in an all hazards, all agencies approach.
Dale Monteith, Chief Executive – Victoria Racing Club
Mr Monteith, after receiving a Bachelor of Commerce from Melbourne University has been involved in racing for three decades having commenced in racing administration in 1976 with the Melbourne Racing Club (formerly VATC) where he held the positions of Racing Manager (1986 – 1991) and Chief Executive until 2000 before being appointed Chief Executive of the Victoria Racing Club in June 2000.
Dale was appointed a VRC Committee Member on commencing his role as Chief Executive.
His greatest satisfaction in racing has been contributing to maintaining and improving the Victorian Racing Industry to a position of world leader. Mr Monteith, with his extensive business and racing knowledge has lead the Victoria Racing Club and the Victorian Racing Industry into the twenty-first century and positioned the VRC as a leader in world racing.
He is interested in every facet of thoroughbred racing. Away from the track he enjoys golf, cycling and is a passionate Geelong FC member. In the future, Mr Monteith aims to maintain the VRC's position as Australia's leading race club and to continue to develop the hugely successful Melbourne Cup Carnival, in particular its international focus. Mr Monteith will also concentrate on the potential of the Super Saturday meeting in autumn, while delivering on the expectations of all racing customers and instilling Industry, Member and public confidence in the future direction of the VRC.
Brian Morris, CEO – Melbourne & Olympic Parks Trust
Brian Morris has been in involved in the Entertainment, Hospitality and Venue Management sectors for more than 25 years and has a Higher Diploma in Hospitality and Catering Management, Bachelor of Commerce in Accounting, Honors Degree in Organisational Design and Strategic Human Resources Management and a Masters Degree in Business Leadership.
He has held senior roles in hospitality, entertainment and venue management as well as consulting roles at management consultants Coopers and Lybrand (now Price Waterhouse Coopers) and lecturered at Pretoria University's Graduate School of Business where he was responsible for the Chair of Hospitality and Tourism Management.
Brian moved to Australia in 2000 to take up the position of Chief Operating Officer at Fox Studios Australia and since 2006 Brian has been the Chief Executive Officer of Melbourne and Olympic Parks and is also a board member of the Venue Management Association.
Melbourne and Olympic Parks Precinct is the home of the Australian Open and numerous other events. The precinct covers some 40 hectares of venues, sporting facilities and parks. It includes such well known venues as Rod Laver Arena, Hisense Arena, Olympic Park Stadium, Melbourne Park Function Centre, Lexus Centre, Olympic Park Sports Medicine Centre and the soon to be completed Melbourne Rectangular Stadium.
Dr Brendan Murphy, Chief Executive Officer – Austin Health & Chair, Health Service Management Innovation Council

Dr Brendan Murphy commenced as CEO of Austin Health in January 2005. He held previous posts as Chief Medical Officer, Director of Nephrology at St Vincent’s Health. He is currently Chair of the Health Service Management Innovation Council and a Board Member of the Florey Neuroscience Institutes. He is a Professorial Fellow with the title of Professor at Melbourne University, a Fellow of the Royal Australian College of Physicians and a Fellow of the Australian Institute of Company Directors.
Des Pearson, Auditor-General of Victoria, VAGO

Mr Pearson began his public service career in 1970 with the Australian National Audit Office, becoming Chief Auditor, Northern Territory Region in 1976. Subsequently he held senior executive roles with the Commonwealth Department of Primary Industries and Energy and ACT TAFE and was appointed Auditor-General of Western Australia in 1991. From 2001 to 2006 he was also a Commissioner of the State Records Commission of WA. He became Auditor- General of Victoria in 2006.
Mr Pearson is a Life Member and Fellow of CPA Australia, a National and Victorian Fellow of the Institute of Public Administration Australia, a Fellow of the Australian Institute of Management and the Institute of Chartered Accountants in Australia.
Nick Pelham, Head of Gateway – Department of Treasury & Finance
Nick works for the Department of Treasury and Finance in Victoria, where he is involved in the planning and delivery of Victorian’s major infrastructure investment projects. He is responsible for delivering the Gateway Review Process, development of Lifecycle and better practice guidance, the Investment Management Standard and improving Asset Management in Victoria.
Last year, Victoria became the first Gateway unit outside of the UK to become an Authorised Accredited Unit, and Victoria recently completed its 250th review of major projects, with a valued of over $30b.
Prior to taking up the Gateway role, Nick spent 4 years working for consulting engineering firm, Sinclair Knight Merz. In that time he worked in the heavy industry and water & environment divisions. His final role was as the Project Delivery Champion in the largest operations centre in the company. This role had responsibility for consistent delivery of projects with offices across multiple geographies. Highlights of his time included : Program Manager the 787 Dreamliner facilities and relocation program for Boeing, leading a team of 40+ consultants to undertake a strategic review of a major enterprise information management system (nominated for an engineering excellence award) and as one of the company’s Major Bid Directors.
Nick also worked for US energy and engineering & construction (E&C) company, Halliburton. There he worked on Australia’s first Private Financing Initiative (PFI) project. Before moving in to the engineering / consulting industry, Nick was an Officer in the Royal Australian Navy, where he served on Patrol Boats, Frigates, and worked on the Collins Class Submarine project (at the time the largest Government Major Acquisition project undertaken) based in Canberra.
Nick is a nationally accredited Project Director, and has a keen interest in project management, in particular, the sharing of lessons learnt and improving project delivery practices.
Dr Andries Terblanché, Head of Financial Services – KPMG
Andries Terblanché is the Head of Financial Services in KPMG Australia. Admitted as a Partner in 1994, he has served in the KPMG partnership in a number of countries.
Andries is a respected media commentator on global financial markets, in Australia and internationally. He regularly addresses Boards of blue chip companies, businesses and academic audiences in various parts of the world, including New York, London, Beijing and Hong Kong.
Andries’ contribution to business received recognition when he was honoured by KPMG’s International Office as one of the firm’s top ten global partners. His insights into global affairs and perspectives received further recognition when the Washington-based National Historical Society listed him as one of the “Who’s Who of International Business Professionals” in 2007, and the Geneva-based International Insurance Society appointed him as an ambassador to that organisation in the same year. Last year Andries was fortunate enough to receive the Alumni Laureate award from the University of Pretoria.
Andries is an Honorary Professor of Accounting at the University of Pretoria, and a regular and popular lecturer to MBA students at the University of Technology in Sydney.

Grant is the Chief Executive Officer and Principal Consultant of Risk Management Innovations Pty Ltd, a company specialising in Corporate Governance, Strategic Planning, Risk Management, Business Continuity and Assurance Consulting Services, Training & Events.
Grant has held a number of senior executive roles including Chief Executive Officer and Company Secretary for Riverwall Constructions Pty Ltd, a building and construction company servicing the property insurance market and providing emergency construction services to those affected by natural and manmade disasters.
Grant was also the former Director of Enterprise Risk Management (Chief Risk Officer) for the Department of Defence where his role included responsibility for implementing an Enterprise Risk Management Framework across the entire organization, encompassing the full spectrum of civilian and military risks and the Defence insurance portfolio, with annual premium values in excess of $35 million.
With over 15 years experience as a risk management professional and company director, Grant has consulted to a wide variety of Government, private sector and community organisations, advising them on strategy development, risk management, OH&S, security, business continuity, project management, fraud control, compliance, change management and corporate governance issues.
Grant has held senior risk management roles and developed risk management policies, plans and frameworks for several Commonwealth Government agencies including Centrelink, the Department of Immigration and Multicultural Affairs; the Department of Employment and Workplace Relations; the Department of Industry, Tourism and Resources, Airservices Australia and the Department of Defence.
Grant has made a significant contribution to the Risk Management and Insurance Profession as ACT Chapter President of the Risk Management Institution of Australasia Limited (RMIA) and was the RMIA National President from 2007 to 2008. Grant is currently a Director and the Company Secretary for the RMIA. Grant was also a Director of the International Federation of Risk and Insurance Management Associations (IFRIMA) and Administrative Director of the Federation of Asia Pacific and African Risk Management Associations (FAPARMO) from 2007 to 2008.
Grant served as a member of the Standards Australia Risk Management Technical Committee, responsible for the world renowned “AS/NZS 4360 ‐ the Australian & New Zealand Risk Management Standard” and was also a subject matter expert and editorial contributor to the RMIA Security Risk Management Body of Knowledge (SRMBOK).
Grant takes a keen interest in risk management, insurance, business continuity, security, corporate governance and business resilience issues and has written various articles and papers on these subjects. Grant is also in great demand as a professional speaker at risk management conferences and seminars throughout Australia and the Asia Pacific region.
Terry Wright
Terry has worked in government in Australia for over 40 years. Since the early 90s he has been at the forefront of government innovation and was instrumental in the development and implementation of the Victorian Government’s Government Online and eGovernment policies.
Since 2003 in both the Office of the Chief Information Officer and the Department of Treasury and Finance he has been at the centre of the Victorian Government’s annual budget processes. His observations have led to the development of the Investment Management Standard (www.dtf.vic.gov.au/investmentmanagement) that is changing the way that investments are shaped and investment decisions are made across the Victorian Government.
Terry has a background in software metrics. He was the founder of the International Software Benchmarking Standards Group (www.isbsg.org) and was President from 1996 until 2005. This is a Melbourne-based not-for-profit international organisation that maintains a publicly available repository of nearly 5,000 software engineering projects from over 80 countries. This repository is the world’s primary knowledge base of researchers and practitioners for planning, estimating and benchmarking software engineering projects.
Dr. John Zelcer

John has a distinguished record of service spanning more than 30 years covering the private, public and not-for-profit sectors. He has held academic appointments and delivered clinical practice as an anaesthetist in both Australia and the United States. His commercial experience includes healthcare services and products companies in both countries. His continuing healthcare industry focus is on clinical governance, quality and safety, with particular emphasis on the effective uptake of eHealth solutions.
John’s patient safety and clinical governance experience includes six years as a Board Director, Eastern Health, Victoria where he chairs the Quality Committee; participation in the 2008 clinical governance review for the Department of Human Services, Victoria; academic research activities focused on developing insights and solutions to mitigate against human error in clinical care; and extensive consulting and professional advice to private hospitals, freestanding day surgery facilities and community-based organizations.
His business roles have included board chairmanship, board directorship, and senior executive roles in strategic planning and business development. In addition he has held strategy management consulting, investment banking and medical technology development roles, and has worked with Andersen Consulting (Accenture), Computer Sciences Corporation (CSC) and Hewlett Packard in strategic advisory roles.
